ABSTRACT

In march the Heads of Delegations returned one by one, Clemenceau on March 1st, Lloyd George on the 6th, Orlando on the 11th and Wilson on the 17th. All that time the Council of Ten's plans for speeding-up were coming into effect, but a good deal of time had to devoted to settlement of questions of principle such as distribution of functions between the different commissions to avoid duplication or a hiatus between them. There were other difficult problems of the same sort in the Banat, in Croatia and elsewhere connexion with the transport and distribution of food to the starving populations of Central Europe. Awkward problems of payment were also constantly arising, and dealt with as a rule by the financial commission, economic and transport organizations of the Conference though, now and then, they would decided by the Council of Ten as the Supreme War Council.
