ABSTRACT

This chapter deals with preparatory meetings of the members of the Supreme Council of Versailles, to settle certain questions of form and substance such as: Representation of belligerent and neutral states at the different stages of the negotiations, Leading principles, and the order in which questions should be examined, Organization of the work, including the Rules of Procedure, of which a sensible draft was attached. In the official record, they are described as 'conversations' and not as minutes, as in the case of those relating to the Supreme War Council. The note recalled that, for the representation of the British Dominions, it had been decided in London on December 3rd, that their delegations should be admitted as additional members on the conditions in respect of members and participation adopted for small belligerent Powers. The Great Powers, to put the matter brutally, would appear to be running the Peace Conference.
