ABSTRACT

The objectives of this chapter are to provide a map comprising concepts useful for making sense of changes in public sector strategic management and to offer a personal view of the basic ideas of strategic management in the public sector. The positive aspects of Weber's model of public administration were the equality of treatment accorded to individual citizens and the absence of arbitrariness by officials in their interactions with the public. In the discussion of the concepts of strategic policy-making, strategic reforms and the strategic state it was emphasized that they are not easily realized in practice. Strategic planning will help public sector leaders to get better at looking ahead and planning for the longer term, being aware of all decisions that need to be made in a timely manner, and encouraging systematic ways of managing changes. Strategic planning and management do not much offer an alternative to doing these things as reinforce the abilities of individuals to do them.
