ABSTRACT

This chapter describes, first, how citizenship came into the secondary school curriculum and,

second, how it has developed and continues as a statutory subject in the revised secondary

National Curriculum for England. The development of the citizenship curriculum is in part

linked with the development of personal, social, health education (PSHE). Questions about

the nature and purpose of both these areas in the school curriculum arose following the

first National Curriculum for England. How they were resolved has shaped the content and

support for the citizenship curriculum in recent years and today. In 2014 the third iteration

of the citizenship curriculum became statutory, securing its position as a subject within the

National Curriculum for England.
