ABSTRACT

The first Regent Park was planned and built in the 1940s and 1950s with little regard for the wishes and concerns of the affected community. City-wide volunteer organizations such as the Women Electors' Association, The Toronto Welfare Council and the Citizens' Housing Association campaigned vigorously in support of this major housing proposal, but with little representation from the neighbourhood. The Toronto Community Housing Corporation (TCHC) began its 2002 Regent Park redevelopment effort by investing thousands of person-hours in community consultation. Senior planner John Gladki, who has been involved in every stage of the revitalization effort, underscores inclusive planning as a key factor in Regent Park's redevelopment. Public Private Partnership (PPP) is one possible solution that is being attempted in Regent Park and in many other cities including New York, Chicago and Amsterdam. Regent Park differs from most US public housing communities in its racial and ethno-cultural mix.
