ABSTRACT

The NHS premises assurance model (PAM) and Activity DataBase are two important mechanisms to enhance compliance with UK statutory and other requirements. Specifically, PAM sets out a performance spectrum across a range of key deliverables in five domains: Finance/value-for-money, Safety, Effectiveness, Patient experience and Board capability as a mechanism that supports an organisations ability to demonstrate baseline compliance for registration and regulation. Under compliance PAM seeks to ensure that the quality and safety of premises used for NHS clinical services achieve the required statutory and nationally agreed standards in terms of safety, effectiveness and patient experience. The relationships are the result of the historical and in some cases piecemeal development in which mandatory standards and compliance criteria have evolved separately from excellence, quality and safety factors. In this case tools such as PAM and ADB have an important role to play in demonstrating the nature and extent of compliance with changing guidance standards and health policy demands.
