ABSTRACT
In this chapter a brief description is given of the current maritime regulatory regime.
A historical review explains the necessity of developing an international and overregulated shipping industry. The necessity for measuring the implementation performance of a maritime regulation is explained. Additionally, the scope of the book is explained, which is to describe and introduce management tools capable of assisting a public or private organization to self assess its performance towards the implementation of maritime regulations. A structure for the book is presented.
