ABSTRACT

The shipping industry suffers from overregulation and so, when experts are appointed by regulators and industry workers, they should demonstrate their knowledge. The evaluation of a person’s expertise in a field should be done with care. In this chapter academics’ arguments with respect to expertise evaluation are presented. A number of applicable tools, such as the CWS index and AHP, could be used in the shipping industry. Emphasis is given to the comparison of formal qualification that could simply be calculated with the Exp index. The risk for a stakeholder and particularly a ship operator is that he has to rely on his managers to make decisions based on their expertise. However, as it is discussed in this chapter, this practice could misrepresent a real situation. Measuring the inconsistency of individuals could have useful results in other fields.
