ABSTRACT

This chapter focuses on the broad aspects of the Leaders and Educators in Asia Programme (LEAP), a joint development assistance project organized by the Philippines' Ateneo de Manila University (AdMU); the Singapore-based National Institute of Education (NIE) and Temasek Foundation, as an example. A report by the International Monetary Fund (IMF) stated that compared to its Association of Southeast Asian Nations (ASEAN) neighbours, the Philippines is noteworthy for its alarmingly high poverty rates, and for excruciatingly slow progress in reducing the rate of poverty. Ateneo Centre for Educational Development (ACED) undertook comprehensive school profiling, planning and interventions of selected urban and rural educational systems in the Philippines. The NIE traces its lineage to the Teachers Training College (TTC) established in 1950. International organizations that provide assistance in the field of education have been a phenomenon that has spanned centuries. Participants to the program come from selected education policy makers (MOE), education officers groomed to handle key leadership positions in schools.
