Corey is a 4-year-old boy who was diagnosed with developmental delays two years ago. At the time, Ms. Vincent, Corey’s teacher, had done a routine developmental screening. After talking with Corey’s mother, she referred Corey to their state’s Birth to Three, Early Intervention, program for a further evaluation. Corey was identified as having developmental delays and was deemed eligible to receive early intervention services that would help enhance his development.
