Early in July 1916, however, an event occurred which at last overcame British resistance. For on July 6th, Roumania made a tentative and somewhat hedging offer to join the Allies. There followed six weeks of palavering, negotiating secret treaties, military agreements and the like, and on or about August 18th, the Treaty of Alliance got itself signed. On August 27th, Roumania declared war on Austria-Hungary. It should be noted that Italy, who had hitherto resisted the pressure of her Allies to declare war on Germany regularized the position by declaring war on Germany on August 28th, the same day as Germany declared war on Roumania. In German East Africa, it is true, Smuts was gradually wearing down Lettow's sturdy opposition and it was only occasionally that Robertson found it necessary to consult the War Committee on this campaign.
