ABSTRACT

Lloyd George had in his mind something differing somewhat from the pre-war Imperial Conferences. Although the original basis of the meetings had been to co-ordinate and, if possible, increase the Empire's effort, it soon became clear that they would also have to deal to a large extent with the complex war situation which was being handled from day to day by the War Cabinet. The summoning of the Dominions and India to share in the Supreme Command met the growing national consciousness of all the self-governing parts of the Empire, and provided a stimulus and tonic to their peoples. The re-establishment of liberty and public right in Europe and on the high seas, the settlement of the political boundaries of Europe in accordance with the wishes of its peoples, and the liberation of the oppressed nationalities of the Turkish Empire from the Turkish yoke.
