Naval, military, political considerations, and the economic factors, such as man-power, shipping, supplies, transport would all be taken into account. An inter-Allied War Council of this kind would do for the Allies as a whole what the War Cabinet had accomplished for the United Kingdom and the Imperial War Cabinet for the British Empire. Eight divisions are under orders and the French have nearly all arrived. The Italians demand fifteen. The Italians agreed, but could not think of a way of saving Cadorna's prestige. The constitutional difficulties, however, in evolving a workable plan were considerable, and Lloyd George realized that time would be required for the proposed Council to achieve efficiency and prestige. On October 10th, Lloyd George induced the War Cabinet to summon a Council of War at which Robertson, French and Henry Wilson should be invited to express their opinions.
