ABSTRACT

The general principles of co-operation had been established, it was long before effective co-operation by the Dominions in the Supreme Command could be devised. In the meantime considerable progress was made in arranging a system of co-operation between the armed force of the Empire at Colonial and Imperial Conferences. The Admiralty had always maintained that the greatest output of strength for a given expenditure is obtained by the maintenance of a single Navy with the concomitant unity of training and unity of command. The Admiralty's plan provided for the construction of a number of fleet units, each to consist of a battle cruiser, with some smaller cruisers and smaller craft. These units were to be maintained respectively by the United Kingdom in the East Indies and China, by Australia in the South Pacific, and by Canada in the Eastern Pacific, the whole to form a Far Eastern Fleet.
