ABSTRACT
Ottley, the Director of Naval Intelligence, and Slade, the head of the newly established Naval War College, were in the secret and were closely associated with the Committees work. Among the arrangements were schemes for giving naval protection to British interests in Turkey in the event of trouble there. The duties to be performed in each emergency were laid down for every member of the staff with the same precision as in the Watch and Station Bill of a man-of-war, and provision was made for keeping this up to date and constantly revised. The reign of Abdul Hamid was obviously near its end, and the Turkish Empire appeared to be tottering to its fall. The Commander-in-Chief and the Chief of Staff were anxious about what would happen to British subjects and British interests in the event of a catastrophe.
