In releasing anyone earlier than the longest time called for in the judge’s sentence, the parole board’s significant responsibility is to return to society only those who are unlikely to repeat the offense and cause harm to others. Dozens of factors determine the parole board’s decision for each convict. One that provides strong justification for denying parole in Ohio and other states-whether it’s in parole guidelines or merely a longstanding traditionis the requirement that the inmate must show genuine remorse.2
