The argument for a 'peasant assembly', which up to 1874 had only been a matter for discussion, in line with the increasing wealth of the landlords, suddenly took on a certain reality. Even in advanced European countries, as the model for Japan as a modern state, the introduction of universal suffrage took place after the beginning of the twentieth century, and this was many years ahead of the foundation of the Kokkai Kisei Domei. Even more so, in Meiji Japan, which had only just begun aiming to enter the ranks of modern states, the qualifications of electors had to be strictly limite.
