ABSTRACT

The study of e-Governance reform in India is guided by the neo-institutional model of governance. The e-Governance reform initiatives in India are set in the wider backdrop of 'good governance' or governance reform agenda. However, before developing a methodological design for examining e-Governance reforms in India, understanding the conceptual overlapping between e-Governance, governance reforms and the 'good governance' paradigm becomes extremely crucial. The methodological design of understanding e-Governance reforms in India needs to confer the inevitable presence of the 'good governance' paradigm albeit the value-loaded nature of the concept and take sufficient measures to critically examine its implications rather than giving it a blind eye. This chapter presents a case study of the Common Services Centers (CSC) Scheme under the National e-Governance projects (NeGP) to assess the overall impact of the scheme on service delivery mechanism and thereby on the influence of e-Governance reform on the quality of governance in general.
