ABSTRACT

This chapter situates the e-Governance reforms within the contextual realities. It demonstrates how regional contexts play a catalytic role in coping with e-Governance reforms which in turn facilitate a context-specific understanding of e-Governance. Common Services Centres (CSC) is the primary physical front-end of the service delivery mechanisms which form one of the three pillars of e-Governance infrastructure model. The Gujarat model of CSCs implementation was a success story of ample bureaucratic efficiency. In Rajasthan the CSCs Scheme was initiated in May 2009. The CSC has Three-tier bottom-up implementation framework. The capital expenditure for setting up the CSC and other infrastructure are borne by the private sector (SCA). AP Online, which is a joint venture of the Andhra Pradesh government and Tata Consultancy Services (TCS), was proving to be a rival for the SCAs as they had to share the commission of most of the government services available online.
