ABSTRACT

This chapter presents a research framework that is poised to answer the questions by, first, identifying how cases were selected; second, outlining the variables to be tested in each of the states; and third, detailing the primary qualitative research approach. A mix of research methods was used to identify two states that had stronger foster care systems and two whose foster care programs were weaker. The chapter explains the research methods that were employed in conducting the state case research. The primary method of data collection for the four case study states was qualitative interviews with key players. State and federal documents were obtained online and through field research. The chapter also offers state background data that was available prior to field research so as to provide additional evidence for the selection of four states as cases: Michigan, Delaware, Rhode Island, and New York.
