ABSTRACT

The New York State Office of Children and Family Services (OCFS) handle foster care administration for the state of New York. New York City's Administration for Children's Services (ACS) serves as the major hub of foster care in New York State. New York foster care is state administered and county implemented. New York State is responsible for setting overall policy, foster care provider rates, and federal/state spending decisions. The hypothesis was that New York, defined as one of the two weaker case states, would have less of an emphasis on building community partners, integrating the advice of mentors, providing leadership from public managers, and cultivating relationships with the federal government. This chapter describes the findings on foster care in New York suggest that the cultivation of federal government relationships was not a major factor, whereas the building of community partners, the integration of mentors, and the leadership from public managers only showed a stronger presence over time.
