ABSTRACT
Given the reality of a poor market for ships, at least in global terms, the question is then raised “who actually builds the ships?”. The answer is partly to be found in the previous chapters, which have considered the external environment of the industry. In many cases, it is those shipbuilders whose government has been prepared to provide or condone the types of support which have been described.
