ABSTRACT
Sentence structure and regimes programmes will deliver little unless the staff who establish and maintain the safe and secure environment, who are critically involved in a young person’s personal development and in control of institutional routines, model consistently positive attitudes and behaviours. The establishment of good relationships with young people is an essential part of encouraging their personal development.
