ABSTRACT

The reign of the emperor Claudius marked a profound turning-point in the history of Noricum. For the Magdalensberg settlement was abandoned under Claudius, and the largest part of the population moved to the newly founded Norican capital, Virunum in the Zollfeld. As a result the settlement on the mountain completely lost its importance, and there are hardly any finds here dating from the post-Claudian period. The founding of the new provincial capital of Virunum, with the governor's headquarters, was only one part of the reforms that altered the appearance of the country during the reign of Claudius and were of decisive importance for the future. Claudius' town-foundations involved a major change in citizenship policy for Noricum. The main effect of Roman urbanisation policy in Noricum was to strengthen the romanised native population. Claudius' urbanisation and citizenship policy also led to important changes in the sphere of recruitment of Noricans into the Roman army.
