ABSTRACT

Chapter 17 focused on policies for fuel efficiency and for carbon emissions. In this chapter, we turn to fuel quality, a policy instrument frequently used to deal with regional and local environmental problems caused by transportation. In view of climate change and the increasing prices of fossil fuels, biofuels have taken center stage in policy debates during the last decades. At the end of the chapter, we discuss the opportunities, but also the limits, of the use of biofuels for transportation.
