ABSTRACT
At the beginning of the 21st century, poverty rates were as high as they were in 1976. A strong economy in the 1990s briefly brought poverty rates down below 12%. In the mid- 1990s, two regions—the West and Midwest—saw substantial declines in poverty. At the same time, poverty increased in the South.
