During the later part of the 1980s, officers of the Sixth District in Ward 7, where Sunrise-Hope is located, referred to the neighborhood as “Hell’s Horseshoe” or “Little Beirut.” ² These labels denote not only the disdain and resignation police officers had for the community, but also the heightened danger—real or perceived—awaiting them.
