ABSTRACT
This final chapter summarizes the theoretical and empirical research presented in the earlier chapters. The findings from the qualitative and quantitative empirical research to the hypotheses posed in chapter 4 are compared. After relating this research to the hypotheses, the chapter applies the findings to the larger policy context. Finally, chapter 8 discusses the limitations of this study and offers directions for future research.
