ABSTRACT

The confl ict among norms has been a constant refrain in the previous chapters. Two benchmarks can take us in different directions as we evaluate policies and policy options. There is no magic formula that provides a simple or easy resolution when making choices among competing values. This fi nal chapter provides some suggestions about how to navigate among confl icting norms in the complex and complicated world of public policy making. The discussion that follows is based on three assumptions.
