ABSTRACT

Carol Bellamy was appointed as United Nations International Children's Emergency Funds (UNICEF's) executive director in early 1995, the fourth person to hold the position and the first woman, taking up the post in May. Bellamy's leadership and passion as executive director was increasingly focused on girl's education, gender equality, and the 'girl child and child rights'. She sometimes referred to UNICEF's twin guiding stars, the Convention on the Rights of the Child (CRC) and the Universal Declaration of Human Rights, and of girl's education. She introduced the human rights-based approach, building more fundamental roots to the CRC, and she maintained UNICEF's place in the UN system, while resisting strong pressures in 1997 to combine all the UN funding agencies into one. Both Bellamy and Ann Veneman made important contributions to improving UNICEF's management structures and practices.
