International experts and the government in Kiribati manage water supply systems, because designing and implementing them are believed to require expert knowledge and international funding. International agencies ascribe the success of the Tamana pump to the fact that it is entirely managed by the community, including financing, ownership, and maintenance. The earlier Southern Cross pumps installed by United Nations Capital Development (UNCDF) were simply taken out of production by the company.
