ABSTRACT
We argued in the Introduction to this book that neighborhood associations (NHAs) contribute to local governance in a variety of ways. One of the important ways that they do so involves fostering and sustaining social capital. While few might doubt that NHAs help neighbors maintain closer ties, and are also related to public policy implementation, we have to go a bit further to provide convincing evidence of social capital.
