ABSTRACT

This chapter examines the trend of income inequality in Singapore at a disaggregated level of education. It explores various merit scholarships and bursaries, which are aimed at the brightest students, are not aimed to reduce inequality. The increase in within-group inequality is the result of an increase in population share in the higher earning groups and due to the income disparity within the same educational groups. In 1993 the government started the Edusave Scheme to maximize educational opportunities for all Singaporean children. The Edusave Endowment Fund is built up from government contributions. The Edusave Character Award is to recognize students for demonstrating exemplary character and outstanding personal qualities through their behaviour and actions. Students who are among the top 10 per cent of students in their level and stream in their school are eligible for the Edusave Scholarship for Secondary Schools.
