You do not see that too much with the Black Caucus because they are sort of a single mind on issues that impact African Americans. There is just no deviation on that. I don't care what issues you come up with, they will be solidly behind that. It doesn't work with us. We represent first of all regions of the country. We represent diverse Hispanic groupings-Cubans, Puerto Riqueiios, and Mexicans. We don't always see eye to eye on an issue and that ... creates ... some basis for there not being unanimity.
