ABSTRACT
Although health care reform has been discussed for many years, it was not until the last presidential election that the health care delivery system of this country was a major issue of concern. Today the concern for health care influences the current national, state, and local health care delivery system policy debate. Although universal health care has never enjoyed the prominence it merits, changes in the language, direction, and administration of many health and human service programs have occurred.
