      ABSTRACT

      As these features suggest, how software, entertainment, and tourism firms use these three local business institutions has important consequences for urban politics. Manufacturers and other big businesses often use them to mobilize local companies behind their corporate agenda. However, power can move the other way as well in subtle yet important ways, as urban regime theory has shown. Through repeated use, these institutions' organizational capacities are trained to certain ends (usually, pro-growth activities like regional marketing and governmental monitoring) and not others. These capacities enhance the "do ability" of some collective efforts and frustrate

      others-a major reason why local business institutions become such regular pro-growth vehicles. By joining local business groups and working with local banks, members and clients reinforce these institutions' political thrust, even if they do not share the same political interests.4 If push comes to shove, local business groups and banks can even punish dissent among their members and clients via business ostracism or capital strikes, respectively. Therefore, how and why software, entertainment, and tourism firms participate in local business institutions reveals whether the new urban economy sustains the institutional strongholds of the traditional urban business community.
