ABSTRACT

Sunday morning, June 28, 2009, Honduras's armed forces, acting under orders of the Supreme Court of Justice, stormed the Presidential Palace, arrested President Manuel Zelaya, and sent him to Costa Rica. The removal of President Zelaya was “legalized” by the Honduran Congress that afternoon when they accepted the alleged resignation of the President. 1 The Congress then issued a decree detailing the reasons for the dismissal, and replacing Zelaya with the President of Congress, Roberto Micheletti. 2
