ABSTRACT

This chapter discusses on governance issues related to risk, trust, information technology, and multi-campus institutional arrangements. The chapter reviews a number of more recent challenges or practices associated with university governance. Assessing and understanding risk has become an important component of governance practice, as has the development of emergency plans and policies designed to ensure that the institution is prepared for natural hazards and acts of violence. Trust is an important but understudied issue in higher education governance, and note that information technology can be used to strengthen governance processes. Information Technology (IT) as an instrument of governance opposed to governing the technology itself. IT is fairly widespread in higher education institutions and in some cases e-management systems have developed to support institutional activities such as strategic management, policy, governance and regulatory control. The chapter focuses on the complex governance issues related to the glonacal, transnational, and regional dimensions of higher education.
