Building takes place in sociopolitical realms, in addition to the more obvious physical world. Government bodies are charged with ensuring that their physical environments-eities, towns, neighborhoods-are reasonably safe, and that individual developments enhance, rather than diminish, quality of life and property values nearby. Landowners' rights are not unlimited, and the legal ability to build tends to stop where it infringes on the rights or economic health of others.
