ABSTRACT

The People’s Commissariat of Supply must be compelled, no later than today, to rescind the ban on moving consignments of provisions and fodder from one province to another within the zone of operations of the First Army. Provisions and fodder which are not brought out cannot even be used to meet the needs of the Urals. A stop must be put to this monstrous bureaucracy. The Council of the Labour Army consists of sufficiently senior Party workers for it not to start indulging in experiments.
