ABSTRACT
The economic plan must essentially be put together around large-scale nationalised industry, as a pivot. Gosplan likewise must be fitted in around this pivot. Whoever is in practical charge of economic life must also direct ideologically and organisationally the elaboration, verification and regulation of the implementation of the economic plan, day in day out and hour by hour. In the event of Gosplan being unable to reach agreement, the matter would be referred to the Council of Labour and Defence. But as a general rule co-ordination of the economic plan is to be worked out and ensured by Gosplan in the course of its daily work from the angle of large-scale nationalised industry being the governing economic factor.
