ABSTRACT
As part of the post-1997 governing strategy of the Chinese government in Hong Kong, the state–business alliance was adopted and consolidated as the foundation of the HKSAR political order. The wishful thinking of Beijing leaders was that the post-colonial state shall be, as in the British colonial past, able to maintain effective governance with the political support of its coalition partner – the business sector.
