ABSTRACT
Quality is everyone’s job. It cannot be hived off into a quality department that in some way checks samples and retrieves poor quality. This is particularly true of education because:
key parts of the processes take place behind closed doors;
each event is unique;
student performance depends on a range of factors, many of which are outside the control of the individual teacher;
inspection is almost bound to distort the process that it seeks to assess.
