ABSTRACT

The main function of the managers was in connection with the appointment, supervision and dismissal of teachers. Some of the problems which arose from the teacher/manager relationship clearly illustrate the basic issues involved in management. With the issue of the Revised Code in 1862, following the publication of the Newcastle Commission’s Report, grants payable to certificated teachers were abolished: for this, grants to children were substituted, dependent upon individual examination by H. M. Inspector coupled with the fulfilment of a minimum number of attendances. The terms of appointments varied according to the finances and standing of the school. Just as managers were responsible for the appointment of teachers, so they had the power to dismiss them where necessary. This power was widely used. Inefficiency, real or alleged, detected by the visit of H. M. Inspectors, was the primary cause; falling attendances and the inability to work smoothly with the managers were equally important ones.
