ABSTRACT
As it became obvious that not only was it quite impossible to suppress prostitution, but that in nearly every instance any attempt at suppression brought in its train evils which were at least as bad as the disease itself, the thoughts of reformers and moralists gradually turned from suppression to regulation. It was contended that an evil which could not be eradicated was best controlled.
