ABSTRACT
In Great Britain and in many other countries prostitution is not a crime. In most modern civilised States it is either recognised as a trade or profession and licensed or regulated, as in the regulationist countries; or it is treated as an evil to be repressed whenever and wherever possible, as in the abolitionist countries. Nor is soliciting a crime. Nor is immorality.
