China is not the only nation that is governed by means of the bamboo: there are other peoples in Asia who have had to bow low before the stick since the earliest period of their history; but none of them, so far as we know, possess such an elaborate penal code as that by which the Chinese are taught to revere the sacred majesty of the law.
