ABSTRACT

During the last phase of the Muslim struggle, the most crucial role was played by three institutions –the Muslim League, Jinnah and Dawn. The League provided the platform, Jinnah was the chief performer aided by his trusted followers, and Dawn, through Altaf Husain, expounded the Muslim cause, instilling in Muslims a sense of nationhood and popularizing the idea of Pakistan. In a modern state which claims as the basis of its authority the willing consent and loyalty of the populace, the responsibility of those who lay down the basic philosophical and legal principles and constitutional structure governing the body politic is immeasurably great. The decisions of the Boundary Commission on Sunday come for Pakistan like a bolt from the blue. From Pulandari in Poonch comes the thrilling announcement that a provisional government of Azad Kahsmir has been formed, that its forces have made advances on all sectors, annihilated positions of the opposing enemy and ‘put the dogra on the run’.
