(p. 215) If a person whose duty is the facilitation of people’s affairs receives money for the performance of such duty, the money he receives will not in any way be considered a fee, but a bribe. Thus, a bribe is money offered in return for the performance of a certain task which it is the duty of the recipient of the bribe to perform; conversely a bribe may be money offered in order for the recipient not to perform a task he is required to do. A person offering a bribe is called a briber, a person receiving a bribe is called a bribee, and a person who acts as an intermediary is called a ra?ish (a bribe mediator). 109
