ABSTRACT

(p. 337) One of the issues most important, compelling, and worthy of clarification with respect to the government of a country is knowing who is responsible for the decreeing of rules, that is the identity of the ruler. The type of government that will be in place will then depend on the type of ruler. By ‘ruler’ here we do not mean the person who has the political power, but rather the one who has the power to decree rulings with respect to actions and matters.
